Susan Ness, a former member of the Federal Communications Commission, is a distinguished fellow at both the Annenberg Public Policy Center (APPC) of the University of Pennsylvania and the German Marshall Fund. She convened APPC's Transatlantic High Level Working Group on Content Moderation Online and Freedom of Expression.
