Yugoslavian President Slobodan Milosevic has ordered most of his "security forces" to retreat from the province. Is this another attempt by Milosevic to play the Americans for fools? As Franklin Foer wrote in Slate earlier this year, the Butcher of the Balkans isn't exactly known for his sincerity.
