On Thursday, a Virginia Senate subcommittee killed a bill that would have established a $50 fine for anyone whose low-rise pants exposed their underwear in "a lewd or indecent manner." In 2003, Amanda Fortini looked at the low-rise trend and wondered how such an impractical and unattractive style could be both so popular and so persistent.
