The Saddam Sweepstakes

Last Thursday the United States announced a $25 million bounty for Saddam Hussein, matching its long-standing offer for information about Osama Bin Laden. If the hunt for Osama is any example, Saddam informants will be thin on the ground. In December of 2001, Matt Richtel explained the rules of the $25 million terror sweepstakes: "In the event the recipient is learned to have been linked to Mr. Bin Laden as a business associate, colleague, or fellow terrorist, the reward also may be 'Down to Zero.' "
